Item Open Access Historical Influences in Contemporary Discourse(2010-04) Johns, DanielleThis thesis is a comparative analysis and discussion on affirmative action for blacks in Ecuador and Brazil. I use history to understand the different approaches to and the different arguments for and against affirmative action in these two Latin American countries. While Ecuador and Brazil have some commonalities, being Latin American countries, current racial policies differ because of past social, political and economic differences. Differences in racial politics seen here can hopefully engender an appreciation for different racial policies seen elsewhere.Item Open Access Liberate, Inculturate, Educate! Brazilian Black Catholics, Racial Justice, and Affirmative Action from Rio de Janeiro to Brasilia(2022) Knoll, Travis K.The poor and overwhelmingly non-white Baixada Fluminense, on Rio’s urban periphery, saw Black Catholic priests and lay people engage in religiously-informed activism and grassroots educational initiatives in the 1980s and 1990s. Thus began the nationwide campaign that, by 2012, led to the adoption of racial and ethnic quotas in higher education admissions, the civil service, the diplomatic corps, and the military. As part of raising Black consciousness, they drew on a global theology of inculturation and joined others in pioneering a reform of the Catholic liturgy through “Afro Masses” that taught Catholics to respect Africa, its cultures, and its descendants. In doing so, these Catholic activists made common cause with ‘secular’ organizations ranging from trade unions, black movements, NGOs, and political parties that were often formed and led by Catholics. This dissertation suggests that post-Second Vatican Council Catholicism, especially threads that combined Latin American liberation and decolonial African and Asian theologies, is essential if we are to understand how Brazil came to adopt a bold quota system despite the vast under-representation of Blacks and the poor in the political system. Rather spouting class-only Marxism, liberation theology in its Brazilian heartland was a journey in pursuit of personal, spiritual, and collective liberation that contributed decisively to the country’s secular but nonetheless Catholic-informed legal and political culture in the 21st century.
Item Open Access Right-of-Way: Equal Employment Opportunity on the Trans Alaska Oil Pipeline, 1968-1977(2015) Welch, Georgia PThis dissertation compares four programs to create equal employment opportunity on the trans Alaska oil pipeline construction project in order to demonstrate the ruptures and continuities between manpower programs to end poverty and affirmative action to eradicate race and sex discrimination. These four programs posited different subjects and strategies for equal employment opportunity, including a statewide affirmative action plan supporting minority men in the construction industry, federal hiring goals for Alaska Natives, a state "Local Hire" law establishing hiring preference for residents of Alaska, and corporate affirmative action plans for women and minorities. I use archival records and original oral histories with pipeline employees to examine the methods government officials and agencies, corporations, trade unions, social movements, and nongovernmental organizations used to fulfill their visions of equality in employment on the 800-mile long, $8 billion pipeline project. I bridge the gender history of welfare with the history of civil rights in order to show how liberal ideals of economic citizenship in the late 1960s that prioritized creating male workers and breadwinners served as the foundational impetus for equal employment opportunity. I challenge the standard historical narrative of equal employment opportunity in the US, which has attributed affirmative action for women to a logical, if hard won, expansion of positive liberal rights first demanded by the black civil rights struggle, then legislated by the state and implemented by state bureaucrats and corporate personnel. What this narrative does not account for is how the gendered dimensions of liberalism underlying affirmative action for male minorities were able to so abruptly accommodate women as workers and economic citizens by the mid-1970s. I find that, over the course of construction of the pipeline, women in nontraditional jobs on the "Last Frontier" emerged as symbols of the success of equal employment opportunity and the legitimacy of American exceptionalism.
Item Open Access The Impact of Reservation Policy on Education in India: An Evaluation of Karnataka's Gram Panchayat Presidency Reservation and Children's Education Attainment for Scheduled Caste and Scheduled Tribe Households(2014-04-17) Cho, Emily EunYoungReservation policy in local governments – Gram Panchayats – in India is one of three key means of affirmative action, ensuring lower caste groups are represented fairly in political institutions. Researchers have found local political reservations for Scheduled Caste (SC) and Scheduled Tribe (ST) populations strongly associated with more SC- and ST-friendly policies, increases in welfare spending and investment in infrastructure, as well as lower household poverty levels. This paper explores one potential indirect benefit of reservations, namely improvements in education attainment. The theory of role model effects is applied to the context of political reservations - greater presence of SC and ST presidents in Gram Panchayats could act as a positive role model of stereotype-defying success for SC and ST children, incentivizing more investment in education attainment. The paper tests the relationship between reservation rates and average completed years of schooling in a dose-response regression model at the sub-district level, using a sample of 13,408 SC children and 6,066 ST children ages 5 to 18 in Karnataka. The results of the analysis suggest that more SC and ST presidents in Gram Panchayats are associated with increases in education attainment among SC and ST children. Further research would be valuable to strengthen these findings and expand the literature on indirect benefits of reservations.Item Open Access The Politics of Affirmative Action in North Carolina's Higher Education(2021-12-03) Melatti, KyleRace-based affirmative action has been under threat for the past several decades since its rise during the middle of the 20th century. As several Supreme Court cases have upheld and rebuked certain elements of race-conscious admissions, some states have even gone as far as to ban affirmative action in their public universities entirely. In 2003, the Supreme Court in Grutter v. Bollinger decided that race-based admissions would no longer be necessary after 25 years. While making this bold assertion, the Court left several questions open. For example, what would no longer needing affirmative action look like? This thesis examines the issue of race-based affirmative action by asking whether or not the admissions process at public and private universities is insulated from external influences. This “politics” of affirmative action potentially shows that race-conscious admissions is under attack not due to grave constitutional violations, but rather a mixture of federal, state, and local prejudice and diminishing public support. This thesis looks at North Carolina and adds to existing literature by using time-series regression of 39 public and private universities and difference-in-difference modeling on the University of North Carolina at Chapel Hill after its major 2014 federal lawsuit, Students for Fair Admissions v. UNC. Findings indicate that private universities outperformed public universities in affirmative action outcomes between 1994 and 2020. This thesis argues the difference stems from politics. Results regarding the impact of the 2014 lawsuit remain inconclusive.
