Item Open Access A Hole in the Middle? The challenge of downscaling Doughnut Economics as a local development framework(2024) Moore, DylanThe extraordinary growth of the world economy has dramatically transformed the context within which all humans live. It also introduces several interrelated challenges: providing for the basic development needs of people, reducing global inequality, and avoiding further degradation of the biosphere. Numerous frameworks have been developed in recent years to address these challenges, including Doughnut Economics, a sustainable development framework that combines several development indicators of human wellbeing with the planetary boundaries to define a “safe and just space” as the goal for global development. In this study, I present a concrete quantitative approach to operationalize Doughnut Economics for use at the local level and within a high-income context, the United States, to address the question: How are U.S. cities and counties performing on the social and ecological indicators of the Doughnut? I collected social and ecological data across 27 U.S. localities and find widespread variation in levels of social shortfall and greenhouse gas emissions between them. My findings suggest that previous Doughnut Economics research at the national level obscures patterns of intra-country social shortfall and inequality, underscoring the need for ongoing local data collection and analysis. I integrate my findings with a comparative case study of Amsterdam’s local application of Doughnut Economics to identify key challenges of applying a global development framework at the local level. My discussion of the shortcomings of these different methodological approaches to downscaling Doughnut Economics underscore how methodological diversity and triangulation are needed to effectively formulate and evaluate local policies based on Doughnut Economics.Item Open Access A method of assessing air toxics concentrations in urban areas using mobile platform measurements.(J Air Waste Manag Assoc, 2007-11) Isakov, Vlad; Touma, Jawad S; Khlystov, AndreyThe objective of this paper is to demonstrate an approach to characterize the spatial variability in ambient air concentrations using mobile platform measurements. This approach may be useful for air toxics assessments in Environmental Justice applications, epidemiological studies, and environmental health risk assessments. In this study, we developed and applied a method to characterize air toxics concentrations in urban areas using results of the recently conducted field study in Wilmington, DE. Mobile measurements were collected over a 4- x 4-km area of downtown Wilmington for three components: formaldehyde (representative of volatile organic compounds and also photochemically reactive pollutants), aerosol size distribution (representing fine particulate matter), and water-soluble hexavalent chromium (representative of toxic metals). These measurements were,used to construct spatial and temporal distributions of air toxics in the area that show a very strong temporal variability, both diurnally and seasonally. An analysis of spatial variability indicates that all pollutants varied significantly by location, which suggests potential impact of local sources. From the comparison with measurements at the central monitoring site, we conclude that formaldehyde and fine particulates show a positive correlation with temperature, which could also be the reason that photochemically generated formaldehyde and fine particulates over the study area correlate well with the fine particulate matter measured at the central site.Item Open Access Cities and Labor Market Dynamics(2012) Mangum, Kyle DouglasPeople live and work in local markets spatially distinct from one another, yet space is absent from most economic models of the national labor market. Workers choose the markets in which they will participate, but there are costs to mobility. Furthermore, cities are heterogeneous in a number of dimensions, including their local labor market productivity, their housing supply, and their offering of amenities.
I examine the impact of these spatial considerations on the dynamics of local labor markets and the national market to which they aggregate. First I study the patterns of location choice through a gravity model of migration applied to rich panel data from the U.S. I find that location choices respond to temporal shocks to the labor market, but only after controlling for local heterogeneity. Next, with this result as motivation, I turn to development of a dynamic spatial equilibrium of the national labor market. I make a technical contribution to work in dynamic equilibrium modeling by empirically implementing an island economy model of worker mobility. I quantify the importance of worker mobility costs versus local housing prices for explaining spatial variation in the unemployment rate. I find that the link between the local housing market and the local labor market is important for explaining the spatial dispersion in unemployment, but mobility costs are not. Finally, I further exploit the dynamic equilibrium framework to examine the effect of local housing policy on labor market growth. I find that housing supply regulation is a constraint to growth, but is only binding on cities that are particularly desirable because of their labor market opportunities or amenities. I find that some lightly regulated markets have a contingent of population that has been pushed out of more regulated markets by high housing prices.
Item Open Access Cities of Comrades: Urban Disasters and the Formation of the North American Progressive State(2010) Remes, Jacob Aaron CarlinerA fire in Salem, Mass., in 1914 and an explosion in Halifax, N.S., in 1917 provide an opportunity to explore working-class institutions and organizations in the United States-Canada borderlands. In a historical moment in which the state greatly expanded its responsibility to give protection and rescue to its citizens, after these two disasters ordinary survivors preferred to depend on their friends, neighbors, and family members. This dissertation examines which institutions--including formal organizations like unions and fraternal societies as well as informal groups like families and neighborhoods--were most relevant and useful to working-class survivors. Families, neighbors, friends, and coworkers had patterns and traditions of self-help, informal order, and solidarity that they developed before crisis hit their cities. Those traditions were put to unusual purposes and extreme stress when the disasters happened. They were also challenged by new agents of the state, who were given extraordinary powers in the wake of the disasters. This dissertation describes how the working-class people who most directly experienced the disasters understood them and their cities starkly differently than the professionalized relief authorities.
Using a wide array of sources--including government documents, published accounts, archived ephemeral, oral histories, photographs, newspapers in two languages, and the case files of the Halifax Relief Commission--the dissertation describes how elites imposed a progressive state on what they imagined to be a fractured and chaotic social landscape. It argues that "the people" for whom reformers claimed to speak had their own durable, alternative modes of support and rescue that they quickly and effectively mobilized in times of crisis, but which remained illegible to elites. By demonstrating the personal, ideological, political, and practical ties between New England and Nova Scotia and Quebec, it also emphasizes the importance of studying American and Canadian history together, not only comparatively but as a transnational, North American whole.
Item Open Access Estimating the effects of vegetation and increased albedo on the urban heat island effect with spatial causal inference.(Scientific reports, 2024-01) Calhoun, Zachary D; Willard, Frank; Ge, Chenhao; Rodriguez, Claudia; Bergin, Mike; Carlson, DavidThe urban heat island effect causes increased heat stress in urban areas. Cool roofs and urban greening have been promoted as mitigation strategies to reduce this effect. However, evaluating their efficacy remains a challenge, as potential temperature reductions depend on local characteristics. Existing methods to characterize their efficacy, such as computational fluid dynamics and urban canopy models, are computationally burdensome and require a high degree of expertise to employ. We propose a data-driven approach to overcome these hurdles, inspired by recent innovations in spatial causal inference. This approach allows for estimates of hypothetical interventions to reduce the urban heat island effect. We demonstrate this approach by modeling evening temperature in Durham, North Carolina, using readily retrieved air temperature, land cover, and satellite data. Hypothetical interventions such as lining streets with trees, cool roofs, and changing parking lots to green space are estimated to decrease evening temperatures by a maximum of 0.7-0.9 [Formula: see text], with reduced effects on temperature as a function of distance from the intervention. Because of the ease of data access, this approach may be applied to other cities in the U.S. to help them come up with city-specific solutions for reducing urban heat stress.Item Open Access Pollutant particles produce vasoconstriction and enhance MAPK signaling via angiotensin type I receptor.(Environmental health perspectives, 2005-08) Li, Zhuowei; Carter, Jacqueline D; Dailey, Lisa A; Huang, Yuh-Chin TExposure to particulate matter (PM) is associated with acute cardiovascular mortality and morbidity, but the mechanisms are not entirely clear. In this study, we hypothesized that PM may activate the angiotensin type 1 receptor (AT1R), a G protein-coupled receptor that regulates inflammation and vascular function. We investigated the acute effects of St. Louis, Missouri, urban particles (UPs; Standard Reference Material 1648) on the constriction of isolated rat pulmonary artery rings and the activation of extracellular signal-regulated kinases 1 and 2 (ERK1/2) and p38 mitogen-activated protein kinases (MAPKs) in human pulmonary artery endothelial cells with or without losartan, an antagonist of AT1R. UPs at 1-100 microg/mL induced acute vasoconstriction in pulmonary artery. UPs also produced a time- and dose-dependent increase in phosphorylation of ERK1/2 and p38 MAPK. Losartan pretreatment inhibited both the vasoconstriction and the activation of ERK1/2 and p38. The water-soluble fraction of UPs was sufficient for inducing ERK1/2 and p38 phosphorylation, which was also losartan inhibitable. Copper and vanadium, two soluble transition metals contained in UPs, induced pulmonary vasoconstriction and phosphorylation of ERK1/2 and p38, but only the phosphorylation of p38 was inhibited by losartan. The UP-induced activation of ERK1/2 and p38 was attenuated by captopril, an angiotensin-converting enzyme inhibitor. These results indicate that activation of the local renin-angiotensin system may play an important role in cardiovascular effects induced by PM.Item Open Access Protected Areas' Impacts on Brazilian Amazon Deforestation: Examining Conservation-Development Interactions to Inform Planning.(PLoS One, 2015) Pfaff, Alexander; Robalino, Juan; Herrera, Diego; Sandoval, CatalinaProtected areas are the leading forest conservation policy for species and ecoservices goals and they may feature in climate policy if countries with tropical forest rely on familiar tools. For Brazil's Legal Amazon, we estimate the average impact of protection upon deforestation and show how protected areas' forest impacts vary significantly with development pressure. We use matching, i.e., comparisons that are apples-to-apples in observed land characteristics, to address the fact that protected areas (PAs) tend to be located on lands facing less pressure. Correcting for that location bias lowers our estimates of PAs' forest impacts by roughly half. Further, it reveals significant variation in PA impacts along development-related dimensions: for example, the PAs that are closer to roads and the PAs closer to cities have higher impact. Planners have multiple conservation and development goals, and are constrained by cost, yet still conservation planning should reflect what our results imply about future impacts of PAs.Item Open Access Public-Private Partnerships for 100% Clean Energy: Prospects for City and Business Collaboration(2019-04-22) Fischer, AdamIn recent years, the United States has seen an unprecedented surge in subnational climate action. A growing number of cities and businesses, in particular, have stepped up to the plate to address the threat of climate change, including many that have pledged to transition away from fossil fuel-based electricity and towards 100 percent clean energy. Yet the barriers to hitting those ambitious targets are significant and, in some cases, seemingly insurmountable. This research assesses the extent to which partnerships between cities and businesses can help them overcome those barriers and, in turn, fortify subnational climate action. The author presents an overview of the various clean energy procurement options available to cities and businesses (as well as the constraints that limit their availability), examines the benefits of partnerships, and finally highlights three emerging approaches to collaboration. This analysis finds that while collaboration has the potential to help cities and businesses work towards their clean energy goals, executing them may be easier said than done. That reality is driven by regulatory, financial, and logistical considerations that may ultimately limit the viability of formal partnerships. Even so, this research finds that there is widespread appetite for new and novel ideas as cities and businesses implement their clean energy commitments. Thus, while the examples and recommendations identified here may not necessarily be generalizable, they nevertheless demonstrate the potential value of creative partnerships.Item Open Access Social and physical environments and disparities in risk for cardiovascular disease: the healthy environments partnership conceptual model.(Environ Health Perspect, 2005-12) Schulz, Amy J; Kannan, Srimathi; Dvonch, J Timothy; Israel, Barbara A; Allen, Alex; James, Sherman A; House, James S; Lepkowski, JamesThe Healthy Environments Partnership (HEP) is a community-based participatory research effort investigating variations in cardiovascular disease risk, and the contributions of social and physical environments to those variations, among non-Hispanic black, non-Hispanic white, and Hispanic residents in three areas of Detroit, Michigan. Initiated in October 2000 as a part of the National Institute of Environmental Health Sciences' Health Disparities Initiative, HEP is affiliated with the Detroit Community-Academic Urban Research Center. The study is guided by a conceptual model that considers race-based residential segregation and associated concentrations of poverty and wealth to be fundamental factors influencing multiple, more proximate predictors of cardiovascular risk. Within this model, physical and social environments are identified as intermediate factors that mediate relationships between fundamental factors and more proximate factors such as physical activity and dietary practices that ultimately influence anthropomorphic and physiologic indicators of cardiovascular risk. The study design and data collection methods were jointly developed and implemented by a research team based in community-based organizations, health service organizations, and academic institutions. These efforts include collecting and analyzing airborne particulate matter over a 3-year period; census and administrative data; neighborhood observation checklist data to assess aspects of the physical and social environment; household survey data including information on perceived stressors, access to social support, and health-related behaviors; and anthropometric, biomarker, and self-report data as indicators of cardiovascular health. Through these collaborative efforts, HEP seeks to contribute to an understanding of factors that contribute to racial and socioeconomic health inequities, and develop a foundation for efforts to eliminate these disparities in Detroit.Item Open Access The Organized Community: Visions of the New South in Black Atlanta, 1880-1922(2020-05) Nuzzolillo, GinoAt the turn of the 20th century, the city of Atlanta flaunted its status as capital of the New South – filled with civic pride, focused on commerce, and devoid of racial conflict. W.E.B. Du Bois commented that the nation “talked of [Atlanta’s] striving,” an image effectively projected by the city’s elite Black and white communities. For all of its New South aspirations, however, inequality along lines of race, class, gender, geography, and access to the Atlanta’s many resources defined daily life. In September 1906, a violent massacre – which left dozens of Black Atlantans dead at the hands of a white mob – tarnished Atlanta’s New South veneer and made clear the ways in which competing visions of a “New South city” were playing out in Atlanta’s streets, saloons, and neighborhoods. This thesis focuses on these many visions, primarily from the perspective of diverse community organizers, social workers, educators, and preachers who articulated their worldviews and put them into action. Using personal papers, maps, city ordinances, conference proceedings, and newspaper archives, this thesis tells the story of how Black Atlantans made claims upon, and asserted a right to, a rapidly changing Atlanta from 1880 to 1922.
