Item Open Access Black, Brown, and Poor: Martin Luther King Jr., the Poor People's Campaign, and Its Legacies(2008-04-24) Mantler, Gordon KEnvisioned by Dr. Martin Luther King Jr. in 1967, the Poor People's Campaign (PPC) represented a bold attempt to revitalize the black freedom struggle as a movement explicitly based on class, not race. Incorporating African Americans, ethnic Mexicans, Puerto Ricans, American Indians, and poor whites, the PPC sought a broad coalition to travel to Washington, D.C., and pressure the government to fulfill the promise of the War on Poverty. Because of King's death and the campaign's subsequent premature end amid rain-driven, ankle-deep mud and just a few, isolated policy achievements, observers then and scholars since have dismissed the campaign as not only a colossal failure, but also the death knell of the modern freedom struggle. Using a wide range of sources - from little-used archives and Federal Bureau of Investigation files to periodicals and oral histories - this project recovers the broader significance of the campaign. Rejecting the paradigm of success and failure and placing the PPC in the broader context of the era's other social movements, my analysis opens the door to the larger complexity of this pivotal moment of the 1960s. By highlighting the often daunting obstacles to building an alliance of the poor, particularly among blacks and ethnic Mexicans, this study prompts new questions. How do poor people emancipate themselves? And why do we as scholars routinely expect poor people to have solidarity across racial and ethnic lines? In fact, the campaign did spark a tentative but serious conversation on how to organize effectively across these barriers. But the PPC also assisted other burgeoning social movements, such as the Chicano movement, find their own voices on the national scene, build activist networks, and deepen the sophistication of their own power analyses, especially after returning home. Not only does this project challenge the continued dominance of a black-white racial framework in historical scholarship, it also undermines the civil rights master narrative by exploring activism after 1968. In addition, it recognizes the often-competing, ethnic-driven social constructions of poverty, and situates this discussion at the intersection of the local and the national.Item Open Access Border Images and Imaginaries: Spectral Aesthetics and Visual Medias of Americanity at the U.S.-Mexico Border(2014) Medel, China ReneeBorder Images and Imaginaries: Spectral Aesthetics and Visual Media of Americanity at the U.S.-Mexico Border, proposes an emerging aesthetic of spectrality in visual media about the U.S.-Mexico border that challenges the power of militarized and racialized visibility. The visual media projects I work with, including cinema, electronic performance art, site specific video installation, and photography generate an aesthetic of spectrality as they try to conjure and express the socially invisible through sensual elements like affect, sound, kinaesthetics, and full embodiment. This aesthetic elicits the perceptions of our other senses beyond only the visual and makes visible the social flesh of the movements and socialities of migration rather than racialized, migrant bodies. The border, I claim, is an important site for understanding the continued deployment of visibility in the neoliberal legacies of what Quijano and Wallerstein call, Americanity, a term denoting the development of the modern capitalist system in the Americas which relied upon the imbricate logics of colonialism, racism, and the deification the modern. Images of spectrality are intermediaries between what Diana Taylor calls, archive and repertoire, being both documents and sites of embodied engagement that produce both certain and uncertain knowledges of race and migration at the border. The visual media projects in my dissertation cultivate spectral aesthetics to theorize an alternative visibility and the changing production of public memory. By making visible the social flesh of heterogeneous encounters with media, spectral aesthetics reforms collective memory making it a process of democratic editorialization that privileges experience as the site of a multivocal history. This project reclaims the image as a terrain for the multitude's inquiry and imagination about the US-Mexico border, and puts the imaginaries generated by these images in dialog with activist projects happening in relation to immigration.
Item Open Access Conscript Nation: Negotiating Authority and Belonging in the Bolivian Barracks, 1900-1950(2012) Shesko, ElizabethThis dissertation examines the trajectory of military conscription in Bolivia from Liberals’ imposition of this obligation after coming to power in 1899 to the eve of revolution in 1952. Conscription is an ideal fulcrum for understanding the changing balance between state and society because it was central to their relationship during this period. The lens of military service thus alters our understandings of methods of rule, practices of authority, and ideas about citizenship in and belonging to the Bolivian nation. In eliminating the possibility of purchasing replacements and exemptions for tribute-paying Indians, Liberals brought into the barracks both literate men who were formal citizens and the non-citizens who made up the vast majority of the population. This study thus grapples with the complexities generated by an institution that bridged the overarching and linked divides of profession, language, literacy, indigeneity, and urbanity.
Venturing inside the barracks, this dissertation shows how experiences of labor, military routines, punishment, teasing, and drinking led to a situation in which many conscripts became increasingly invested in military service, negotiated its terms, and built ties that transcended local power structures. In addition to examining desertion, insubordination, and mutinies, it provides an explanation of the new legal categories created by military service, such as reservist, omiso, remiso, and deserter. It then points to the 1932-1935 Chaco War and its aftermath as the period when conscription became a major force in tying an unequal nation together. The mass mobilization necessitated by the war redefined the meaning and terms of conscription, even as the state resorted to forcible mass impressment throughout the national territory while simultaneously negotiating with various interest groups. A postwar process of reckoning initiated by the state, combined with mobilization from below by those who served, added a new hierarchy of military service that overlaid and sometimes even trumped long-standing hierarchies based on education, language, profession, and heritage.
This study thus explores conscription as a terrain on which Bolivians from across divides converged and negotiated their relationships with each other and with the state. The unique strength of this work lies in its use of unpublished internal military documents, especially court-martial records. These sources are further enriched by extensive use of congressional debates, official correspondence, reports of foreign military attachés, memoirs, and published oral histories. Through an analysis of these sources, this dissertation reveals not only elites’ visions of using the barracks to assimilate a diverse population but also the ways that soldiers and their families came to appropriate military service and invest it with new meanings on a personal, familial, communal, and national level. In the process, a conscript nation would eventually emerge that, while still hierarchical and divided by profound differences, was not merely a project of an assimilationist state but rather constructed in a dialectical process from both above and below.
Item Open Access Labor, Civil Rights, and the Struggle for Democracy in Mid-Twentieth Century Texas(2011) Krochmal, MaximilianWhat happens when the dominant binary categories used to describe American race relations--either "black and white," or "Anglo and Mexican"--are examined contemporaneously, not comparatively, but in relation to one another? How do the long African American and Chicano/a struggles for racial equality and economic opportunity look different? And what role did ordinary people play in shaping these movements? Using oral history interviews, the Texas Labor Archives, and the papers of dozens of black, brown, and white activists, this dissertation follows diverse labor, civil rights, and political organizers from the mid-1930s to the mid-1960s.
Tracing their movements revealed a startling story. Beginning in the mid-1930s, African American and ethnic Mexican working people across Texas quietly and tentatively approached one another as well as white laborers for support in their efforts to counter discrimination at work, in their unions, and in the cities in which they lived. Such efforts evolved in different ways due to the repression of the early Cold War, but most organizers simply redirected their activism into new channels. By the close of the 1950s, new forms of multiracial alliances were beginning to take hold. Mutual suspicion slowly gave way to mutual trust, especially in San Antonio. There, and increasingly statewide, black and brown activists separately developed robust civil rights movements that encompassed demands not only for integration but also equal economic opportunities and the quest for independent political power.
The distinct civil rights and labor movements overlapped, especially in the realm of electoral politics. By the mid-1960s, what began as inchoate collaboration at the local level had gradually expanded from its origins in the barrios, ghettos, union halls, and shop floors to become a broad-based, state-wide coalition in support of liberal politicians and an expansive civil rights agenda. At the same time, African American and ethnic Mexican activists were engaged in new waves of organizing for both political power and civil rights, but they encountered opposition from members of their own ethnic groups. Thus the activists' efforts to forge inter-ethnic coalitions coexisted with protracted intra-ethnic conflict. In many cases distinctions of class and political philosophy and tactics mattered at least as much as did ties of ethnicity. Activists learned this lesson experientially: in the trenches, through countless small conflicts over several decades, they slowly separated themselves from their more conservative counterparts and looked to multiracial coalitions as their primary strategy for outflanking their intra-ethnic opponents. Meanwhile, organized labor and white liberals had been searching for allies in their efforts to wrest control of the Democratic Party away from its conservative wing. In the early 1960s, they reached the conclusion that black and brown voters would prove key to their own success, so they gradually transitioned toward civil rights organizing in order to build a coalition with the black and brown civil rights movements.
After decades of fighting separately and dabbling in experimental partnerships, veteran ethnic Mexican, African American, and white labor and liberal activists finally came together into a powerful statewide Democratic Coalition. Between 1962 and 1964, their collaborative campaign for civil rights, economic opportunity, and political power reached a fever pitch, resulting in the state's largest ever direct action protests, massive door-to-door electoral initiatives, and an ever-deepening commitment by labor to putting boots on the ground for community organizing. In the late 1960s the statewide multiracial coalition reached its apex and began to lose steam. At the same time, local multiracial coalitions continued to thrive, underpinning both the African American and Chicano/a urban electoral mobilizations and the rising Black and Brown Power movements. At the local level and in the short term, black, brown, and white working-class civil rights activists won--they achieved a degree of economic and political democracy in Texas that was scarcely imaginable in the age of Jim Crow just a few decades earlier. But as they won local battles they also lost the larger war.
Working-class civil rights organizers thus failed in the end to democratize Texas and America. Their goals remain distant to this day. Yet they were themselves transformed by their experiences in the struggle. Most transitioned from near-complete political and economic exclusion to having a voice. Their collective story indicates that scholars have much to gain from studying organized labor, electoral politics, and the African American and ethnic Mexican civil rights movements simultaneously. Doing so not only adds to the emerging historical sub-field of black-brown relations but also makes each of the individual movements look different. It reconnects class to the black freedom struggle, militancy to the ethnic Mexican civil rights movement, organized labor to community activism, and all three movements to the creation of today's urban politics.
Item Open Access Poetics of Revelation: Communities of the Literary Oracular in Transatlantic Modernism(2022) Mulligan, JosephIn this dissertation, Poetics of Revelation: Communities of the Literary Oracular in Transatlantic Modernism, I study practices of cultural mediation in “visionary” poetics from Mexico (Octavio Paz), Spain (María Zambrano), and Bolivia (Jaime Saenz). I set forth a theoretical model (“the literary oracular”) which permits the conflict of poetic revelation to articulate its unity in literary modernism through a critique of instrumental reason leveled by cultural mediators who refused to accept the disintegration of tradition, which they thought had to pass through them if it was to survive. Revelation and discipleship were effects of these authors’ earlier disenchantment with revolutionary platforms that relied on mass culture constructed as a people. Their new concern that “national energy” was so volatile it could turn assemblies into mobs, convinced them of the need for a conduit through which a new transcendence could be discovered and instituted, and to believe that they had to become its custodian if a new community was to be imagined in the wake of revolutionary fatigue. As these authors were poets, they set out to imagine a new language with which to name that transcendence, one which would remain unassailable by the vociferous chatter of the political rally and the marketplace. This poetics of revelation invites us to ask how these modernist mediating agents – working as they did in vernacularizing print cultures which threatened their elite minority status – came to imagine community as a transhistorical colloquium among like-minded interpreters after the failure of politically left-leaning notions of communitarianism.
Item Open Access War, Photography, and Visual Citizens: Territorial and Visual Expansion in the Construction of Chile and Argentina (1860s-1880s)(2018) Marini, CandelaThis dissertation explores the development of war photography in crucial decades of the construction of Chile and Argentina as nation-states (1860s-1880s). This was a moment of intense change and expansion of visual media, epitomized in the growth of photographic business and the emergence of new illustrated journals. The appearance of new and improved modes of production and circulation of images coincided with Chile and Argentina's aggressive expansionist agendas. In this project, I focus on the Triple Alliance War, the War of the Pacific, and two moments of the larger processes of Indigenous dispossession and massacre known as the "conquest of the desert" and the "pacification of the Araucanía." The portrayal of state action was no minor matter for these newly independent countries, as they actively sought to install an image of their imagined nations, both locally and internationally. However, their mastery of visual discourses was temporarily shuddered as they failed to recognize the importance of photography, while focusing more on promoting the arts--particularly painting. In other words, in the representation of military action, photography was overlooked. Commercial photographers created unexpected challenges in the process of the consolidation of official narratives since they saw in war a commercial opportunity and produced new representations of what war-and those wars in particular-were like. By studying the different visions of the wars of territorial expansion coming from photography--in comparison to those in painting and the illustrated press--I uncover the visual decisions and strategies that develop as the command of these visual devices grew stronger. In this moment of massive education of the gaze, many of the questions raised by the expansion of these visual technologies overlap with crucial issues of the nation-building process. This project thus also explores the institutional, commercial, and educational practices that molded visual literacies by formulating long-lasting conventions that governed the creation and interpretation of images about historical events.
