Item Open Access "A Right to be Safely Born": The Quest for Health Justice for American Mothers and Children, 1890-1965(2014) Goldman, Eden AbigailBetween 1890 and 1965, the ideology of government responsibility for maternal and child health represented a continuous and central goal that fueled programs and institutional networks of progressive and liberal social policy advocates. Beginning in the settlement houses of the 1890s, a cadre of female bureaucrats, social reformers, and their political allies developed an array of federally based programs. Conservative stakeholders--among them anti-feminists, representatives of the medical industry, anti-communists, and white supremacists--strenuously opposed this vision of health justice, arguing that health was a personal responsibility in which government should play no part. Despite the achievements of government-based progressive reformers in instituting their vision in urban settlement houses, under the Sheppard-Towner Act of the mid-1920s and during the years of the New Deal and World War II, the Cold War's approach to domestic social policy after 1947 clamped down on their vision. After this conservative turn against social democratic solutions to welfare needs, these progressive advocates shifted their attention to the international health rights movement and to community-based maternal and child health activities.
My dissertation introduces the concept of health justice as an interpretive lens to trace the history of health policy progressives and their institutional networks. On the one hand, health justice reflects the communitarian premise that the health of all members of society is essential for the common good. On the other hand, health justice implies that health and health care are individual rights that government ought to protect. While communitarian arguments were often on the tip of the tongues of social reformers, a passionate belief in citizenship-based rights and redistributive and humanitarian ideas of social justice undergirded their policy ideas and became a more explicitly stated position during the New Deal and World War II. This justice-based approach to maternal and child health policy was consistently undermined by the prevailing counter-ideologies of individual responsibility for health, local control of public services, racial segregation in health services, and the commodification of health care.
My work relies on primary evidence collected from the personal papers of key protagonists, the administrative records of the Children's Bureau housed at the National Archives, oral histories, and the presidential papers of Harry S. Truman. Published primary materials have been culled from memoirs, professional public health and medical journals, as well as the popular press. I also draw from a body of historical and political science scholarship of the past twenty-five years to contextualize the narrative.
Item Open Access Equity in Areas Beyond National Jurisdiction(2021-09-30) Campbell, Lisa; Horan, Rebecca; Fail, RobinThe purpose of this report is to inform the EDF-Bezos Earth Fund Blue Carbon Pathways Working Group in its exploration of ‘blue carbon’ as a natural climate solution (NCS) in offshore ocean ecosystems. The report addresses one of the challenges in pursuing this work: i.e. how to understand, conceptualize, and pursue equity in areas beyond national jurisdiction (ABNJ). The work is timely given increased recognition of the intersections of biodiversity conservation and climate change mitigation; broader societal interest in equity, including within conservation organizations; and renewed interests in ABNJ for their conservation and development potential. The report has four substantive sections, reviewing definitions of and frameworks for equity and the related term justice, followed by equity in biodiversity conservation, oceans governance in ABNJ, and NCS carbon sequestration projects.Item Open Access Food, Justice, and the Church: How Local Churches Can Better Serve Black Communities Through Food Pantries—and Why They Should(2022) Jackson, CynthiaThis thesis seeks to examine how churches might better practice Jesus's command to “love your neighbor” (Matt. 22:37) through food pantries that primarily serve Black communities. Although churches believe they exemplify Jesus’s command to love through their food pantry ministry, they are too often offering cheap love—love that is artificial, inauthentic, and unhealthy. Many churches, in my experience, have a transactional approach in their food pantries—they collect and distribute foods that are cheap, processed, and high in sodium and sugar. However, this practice is possibly causing long-term effects that are physically harmful to Black people who regularly receive and consume these kinds of goods. This thesis will examine food insecurity and health disparities that significantly affect the Black community. Second, this thesis will review literature that has contributed to the food justice movement. Third, in conjunction with Matthew 22 and Daniel 1 and ministry examples, this thesis will encourage churches to adopt a relational approach that will lead them to love and empower their patrons and lean into Christianity’s surprise. Fourth, this thesis will offer curriculum to help church leaders enhance their love for God and others. By learning to love more and in new ways, churches can adopt a more relational approach in the food pantry ministry. Last, this research will offer creative models of how churches and organizations have been able to connect their community to agriculture. When churches embody the expansive nature of this love through their food pantry ministry, their fight against the hunger crisis will be more holistic as they will understand the critical correlation between healthy relationships and healthy food distribution. If churches are going to commit to providing food for Black communities, they must integrate equality and justice in their food ministry mission. It is critical for churches to be more thoughtful about how their actions and the ways they give can be rooted more in love and justice. This type of food ministry will require churches to rethink the kinds of food they provide to other people and their methods to collect and distribute foods. This thesis posits that if churches want to better serve Black communities through food pantry ministries, they should consider possible health risks of Black people and how the act of food distribution can reflect the church’s love for God and the hungry.
Item Open Access Revising Justice: Punitory Thought and Action in the Work of Atwood, Jordan, and Oates(2016-05-05) Barker, Natalya*Designated as an exemplary master's project for 2015-16*
This paper examines how contemporary literature contributes to the discussion of punitory justice. It uses close analysis of three contemporary novels, Margaret Atwood’s The Heart Goes Last, Hillary Jordan’s When She Woke, and Joyce Carol Oates’s Carthage, to deconstruct different conceptions of punitory justice. This analysis is framed and supported by relevant social science research on the concept of punitivity within criminal justice. Each section examines punitory justice at three levels: macro, where media messages and the predominant social conversation reside; meso, which involves penal policy and judicial process; and micro, which encompasses personal attitudes towards criminal justice. The first two chapters evaluate works by Atwood and Jordan, examining how their dystopian schemas of justice shed light on top-down and bottom-up processes of punitory justice in the real world. The third chapter uses a more realistic novel, Oates’s Carthage, to examine the ontological nature of punitory justice. It explores a variety of factors that give rise to and legitimize punitory justice, both at the personal level and within a broader cultural consensus. This chapter also discusses how both victim and perpetrator can come to stand in as metaphors to both represent and distract from broader social issues. As a whole, analysis of these three novels illuminate how current and common conceptualizations of justice have little to do with the actual act of transgression itself. Instead, justice emerges as a set of specific, conditioned responses to perceived threats, mediated by complex social, cultural, and emotive forces.Item Open Access The Case for Reparations: The Social Gospel of Walter Rauschenbusch, and a Program to Understand and Close the Racial Wealth Gap(2021) Campbell, Christopher ShawnConsiderable attention is being given to the growing problem of the racial wealth gap in the United States of America. Understanding this chasm requires a critique of the government’s imprimatur on the institution of slavery, the legalization of Jim Crow, and the myriad of ways institutional racism has been suffused into the fabric of America , directly impacting African Americans ability to acquire and accumulate wealth. After the official end of slavery in 1865, the Emancipated were promised a type of reparations in the form of “40 acres and a mule.” However, with the assassination of President Abraham Lincoln, his successor Andrew Johnson rescinded the order, forcing blacks into quasi-slavery in the form of vagrancy laws, sharecropping and convict leasing. Then, the next fifty years of Jim Crow segregation effectively allowed the country to improvise new ways to subjugate blacks into a new caste system with alternative laws at the hands of the political and economic elite, this was especially prevalent in those areas once reliant upon slave labor. Blacks were routinely subjected to literacy tests, black codes, vagrancy laws, poll taxes and grandfather clauses, which were meant to restrict political participation, economic inclusion and social integration, lasting from 1877 well into the 1950s. This research proposes that the commodification of black bodies served as the underpinning of American capitalism, and demonstrates how slave labor across the South, benefitted other parts of the country, even the world, and served as the driving force behind an emerging national economic system. The amalgamation of two-hundred and forty-six years of enslavement, ninety years of legalized Jim Crow segregation, sixty years of separate but equal and thirty-five years of racist housing policies, locked generations out of economic opportunity and gave rise to ubiquitous pathologies across the nation. These and other injustices were supported by local municipalities and bolstered by the United States Federal Government, which warrants a substantial justice claim. In 1989, the late John Conyers (D-MI.) began presenting a bill before the House of Representatives to develop a commission to merely study the social effects of slavery, segregation and its continuing economic implications. The bill has remained tabled in the House of Representatives for the past thirty years. In a historic move in 2019, a group of panelists were able to present cogent arguments before the House of Representative, debating the pros and cons of reparations, however since the landmark hearing, no further action has been taken on the matter. This research aims to justify a reparations program by establishing the myriad of ways historical kleptocracy, state-sanctioned segregation and federally supported laws set the stage for the current and ever-growing racial wealth gap. To construct this argument, I draw upon historical, sociological, theological and political scholarship, in an effort to establish the United States of America has yet to atone for the moral injury of slavery and should be held culpable for its lingering effects. Therefore, I propose the federal government should be held responsible for acknowledging, redressing and bringing closure to these and other reprehensible acts, and a mea culpa is only one step toward national healing and wholeness. I utilize Walter Rauschenbusch’s work, Christianizing the Social Order which examines the symbiotic relationship between Christianity and social reform, as he critiqued the economic conditions of his day and argued for radical social, political, and economic changes in the structures that crippled the vulnerable and the underserved. His understanding of reform and justice could play a vital role in moving the Church and the nation toward penance. In this work, I propose that reparations are not only a moral claim but a biblical and theological mandate, that will be analyzed and synthesize through past and contemporary scholarship. I will conclude with the idea that reparations are the only actionable recourse that will effectively close the racial wealth gap, in order to facilitate wholeness for the American descendants of slaves. This research will conclude that cumulative injustices leveraged against Blacks have had damaging effects on the present, and many of the injustices were supported and sanctioned by the United States Federal Government and executed by state legislatures. Therefore, my research argues that the federal government should be held culpable for the current social, political and economic damages experienced by contemporary African Americans.

Item Embargo The Justice Equation(2023) Everett, JeremyPolitical polarization and regional conflict have directly contributed to global destabilization. This has resulted in extreme global hunger. Meanwhile, siloed approaches to addressing social issues, the Covid-19 pandemic, a rapid downturn in agricultural production due to climate change, and inflation have all exacerbated the tragedy of hunger. This set of conditions is often referred to as the Five C’s- Conflict, Covid, Climate Change, Rising Costs, and Corruption. The antidote to the Five C’s is Multisectoral Collaboration. I propose that applying the Shared Power Theory of Change with a Collective Impact programmatic model design to the issue of hunger is the most effective pathway forward in promoting food access among the U.S. and global population suffering from food insecurity (800 million people worldwide and 35 million Americans), as well as those on the brink of starvation (350 million people globally). This model creates pathways for multisectoral collaboration that will drastically reduce hunger and its contributing causes. To achieve the lofty goal of a world without hunger, we must also expand our theological, sociological, and political frameworks of mutuality and the practical implications of loving our neighbors as ourselves.
Item Open Access The Justice of Exodus(2018) Bills, NathanThis dissertation traces the theme of justice through the whole narrative of Exodus. Its aim is to explicate how YHWH’s reclamation of Israel for service-worship as narrated in Exodus reveals a distinct theological ethic of justice that is grounded in YHWH’s character and Israel’s calling within YHWH’s creational agenda. It adopts a synchronic, text immanent interpretative strategy which takes specific note of canonical and inner-biblical connections. This exposition gives particular attention to two other overlapping motifs in Exodus that help illuminate the theme of justice. First, it considers throughout the importance of Israel’s creation traditions for grounding Exodus’s theology of justice. It shows that the ethical disposition of justice imprinted upon Israel in the events of Exodus is built upon and is an application of YHWH’s creational agenda of justice. This becomes evident when Exodus is understood against the backdrop of creation theology and as a continuation of the plot of Genesis, a reading that Exodus itself invites. Second, because the book of Exodus functions as a pedagogical narrative—i.e., a persuasive story that is meant to form readers in normative, paradigmatic ways, this work highlights how an educational agenda is woven throughout the text. The narrative gives heightened attention to the way YHWH catechizes Israel in what it means to be the particular beneficiary and creational emissary of YHWH’s justice. The interpretative lenses of creation theology and pedagogy furthermore help in explaining why Israel’s salvation and shaping, in turn, embodies a programmatic applicability of YHWH’s justice for the wider world.
Item Open Access Unnatural History: Ecological Temporality in Post-1945 American Literature(2016) Evans, Rebecca McWilliamsWhile environmental literary criticism has traditionally focused its attention on the textual representation of specific places, recent ecocritical scholarship has expanded this focus to consider the treatment of time in environmental literature and culture. As environmental scholars, activists, scientists, and artists have noted, one of the major difficulties in grasping the reality and implications of climate change is a limited temporal imagination. In other words, the ability to comprehend and integrate different shapes, scales, and speeds of history is a precondition for ecologically sustainable and socially equitable responses to climate change.
My project examines the role that literary works might play in helping to create such an expanded sense of history. As I show how American writers after 1945 have treated the representation of time and history in relation to environmental questions, I distinguish between two textual subfields of environmental temporality. The first, which I argue is characteristic of mainstream environmentalism, is disjunctive, with abrupt environmental changes separating the past and the present. This subfield contains many canonical works of postwar American environmental writing, including Aldo Leopold’s A Sand County Almanac, Edward Abbey’s Desert Solitaire, Annie Dillard’s Pilgrim at Tinker Creek, and Kim Stanley Robinson’s Science in the Capital trilogy. From treatises on the ancient ecological histories of particular sites to meditations on the speed of climate change, these works evince a preoccupation with environmental time that has not been acknowledged within the spatially oriented field of environmental criticism. However, by positing radical breaks between environmental pasts and environmental futures, they ultimately enervate the political charge of history and elide the human dimensions of environmental change, in terms both of environmental injustice and of possible social responses.
By contrast, the second subfield, which I argue is characteristic of environmental justice, is continuous, showing how historical patterns persist even across social and ecological transformations. I trace this version of environmental thought through a multicultural corpus of novels consisting of Ralph Ellison’s Invisible Man, Ishmael Reed’s Mumbo Jumbo, Helena María Viramontes’ Under the Feet of Jesus, Linda Hogan’s Solar Storms, and Octavia Butler’s Parable of the Sower and Parable of the Talents. Some of these novels do not document specific instances of environmental degradation or environmental injustice and, as a result, have not been critically interpreted as relevant for environmental analysis; others are more explicit in their discussion of environmental issues and are recognized as part of the canon of American environmental literature. However, I demonstrate that, across all of these texts, counterhegemonic understandings of history inform resistance to environmental degradation and exploitation. These texts show that environmental problems cannot be fully understood, nor environmental futures addressed, without recognizing the way that social histories of inequality and environmental histories of extraction continue to structure politics and ecology in the present.
Ultimately, then, the project offers three conclusions. First, it suggests that the second version of environmental temporality holds more value than the first for environmental cultural studies, in that it more compellingly and accurately represents the social implications of environmental issues. Second, it shows that “environmental literature” is most usefully understood not as the literature that explicitly treats environmental issues, but rather as the literature that helps to produce the sense of time that contemporary environmental crises require. Third, it shows how literary works can not only illuminate the relationship between American ideas about nature and social justice, but also operate as a specifically literary form of eco-political activism.
