Item Open Access Local Institutional Responses to Global Market Pressures: The Sea Cucumber Trade in Yucatán, Mexico(World Development, 2018-02-01) Bennett, A; Basurto, X© 2017 Elsevier Ltd The expansion of global seafood trade creates opportunities as well as risks for small-scale fisheries (SSFs) livelihoods. Markets provide economic opportunity, but without effective governance, high demand can drive resource degradation. In the context of small-scale sea cucumber fisheries in Yucatán, Mexico, this study documents local governance responses to new markets and identifies factors driving those responses. We conducted a comparative case study of two SSF communities, collecting participant observation and interview data during 16 months of fieldwork. Our study found that local rules-in-use did not match government regulations and that the emergence of local rules was shaped by relations of production in each study site. Specifically, patron–client relationships promoted an open access regime that expanded local fishing fleets while fishing cooperatives attempted to restrict access to local fishing grounds through collective action and multi-level linkages with government. We propose that the different material incentives arising from the way that patron–client relationships and cooperatives organize labor, capital, and profits help explain these divergent governance responses. We hypothesize that this finding is generalizable beyond the study context, especially given that patron–client relationships and cooperatives are common throughout the world's SSFs. This finding builds on previous research that indicates local institutions can mediate the effects of market pressures, showing that the emergence of local rules depends on how resource users are organized not just in relation to resource governance but vis-à-vis the markets themselves. Therefore, effective policies for SSFs facing market pressures require a greater emphasis on regulating local-level trade and governing the commercial aspects of fishing livelihoods. A range of published arguments against formalizing the Anthropocene as a geological time unit have variously suggested that it is a misleading term of non-stratigraphic origin and usage, is based on insignificant temporal and material stratigraphic content unlike that used to define older geological time units, is focused on observation of human history or speculation about the future rather than geologically significant events, and is driven more by politics than science. In response, we contend that the Anthropocene is a functional term that has firm geological grounding in a well-characterized stratigraphic record. This record, although often lithologically thin, is laterally extensive, rich in detail and already reflects substantial elapsed (and in part irreversible) change to the Earth System that is comparable to or greater in magnitude than that of previous epoch-scale transitions. The Anthropocene differs from previously defined epochs in reflecting contemporary geological change, which in turn also leads to the term's use over a wide range of social and political discourse. Nevertheless, that use remains entirely distinct from its demonstrable stratigraphic underpinning. Here we respond to the arguments opposing the geological validity and utility of the Anthropocene, and submit that a strong case may be made for the Anthropocene to be treated as a formal chronostratigraphic unit and added to the Geological Time Scale.Item Open Access Seabird trophic position across three ocean regions tracks ecosystem differences(Frontiers in Marine Science, 2018-09-07) Gagné, TO; Hyrenbach, KD; Hagemann, ME; Bass, OL; Pimm, SL; MacDonald, M; Peck, B; Van Houtan, KSWe analyze recently collected feather tissues from two species of seabirds, the sooty tern (Onychoprion fuscatus) and brown noddy (Anous stolidus), in three ocean regions (North Atlantic, North Pacific, and South Pacific) with different human impacts. The species are similar morphologically and in the trophic levels from which they feed within each location. In contrast, we detect reliable differences in trophic position amongst the regions. Trophic position appears to decline as the intensity of commercial fishing increases, and is at its lowest in the Caribbean. The spatial gradient in trophic position we document in these regions exceeds those detected over specimens from the last 130 years in the Hawaiian Islands. Modeling suggests that climate velocity and human impacts on fish populations strongly align with these differences.
