Item Open Access Ambush on Black Veterans: Foreign Disinformation Swayed the 2016 U.S. Presidential Election by Targeting Black Voters(2023-04-19) Jackson, Chandlee A. IVA Russian-orchestrated influence campaign spread disinformation using social media during the 2016 United States (U.S.) presidential election. Digital evidence shows that Russian operatives developed presumptions about differing identity groups and tailored their interactions to sow strife between groups. The inferred intent was to influence and negatively impact African Americans’ voting practices during the 2016 election campaign. Russian influence agents targeted the Black community more heavily than any other identity group. Influence operations also targeted veterans and veteran-adjacent communities; therefore, African American veterans (Black Vets) received twice the indoctrination because of their dual identity. The online impersonations of Black people and veterans on social media platforms was problematic for a myriad of reasons, but the Russian leadership’s facilitation of disinformation represents adversarial exploitation of protection gaps uncovered in the Digital Age. Currently the First Amendment inhibits the U.S. government and social media platforms from performing the desired protective measures to maintain a healthy online environment that nurtures an informed citizenry. For Black Vets in particular, foreign entities suppressed the voting power of their ethnic group and sought to instigate members of their profession to join domestic violent extremist groups. The following project will propose that the U.S. government ought to change its approach in teaching digital media literacy competencies so that vulnerable populations receive the care and skills necessary to reduce their potential of becoming radicalized. Russian disinformation on social media and how the U.S. will embrace an identity-centric approach to educating digital media literacy is a matter of U.S. national security.Item Open Access Ballistic Missile Defense in Japan: Process-Tracing a Historical Trajectory(2014-12-17) Van, ShanelleWhy did Japan deploy ballistic missile defense when and how it did? The prevailing view characterizes Japan’s BMD decision as a response to North Korea’s 1998 Taepodong missile launch. But “Ballistic Missile Defense in Japan: Process-Tracing a Historical Trajectory” contests this simple assumption of causation. The thesis first pieces together a more comprehensive historical narrative from contemporary sources and interviews with formal officials. Analysis of this newly revised timeline then demonstrates that focusing events like the Taepodong incident were but one of several factors driving BMD; others included alliance pressures, bureaucratic leadership, and defense industry profitability. These findings are more important now than ever as the United States pivots towards Asia and transitions to relying on Japan as an equal military partner. Understanding the history of missile defense in Japan leads to the heart of how and why the United States’ close ally makes its national security decisions, and thus allows both parties to forge a better alliance.Item Open Access Design and Emergence in the Making of American Grand Strategy(2013) Popescu, IonutThe main research question of this thesis is how do grand strategies form. Grand strategy is defined as a state's coherent and consistent pattern of behavior over a long period of time in search of an overarching goal. The political science literature usually explains the formation of grand strategies by using a planning (or design) model. In this dissertation, I use primary sources, interviews with former government officials, and historical scholarship to show that the formation of grand strategy is better understood using a model of emergent learning imported from the business world. My two case studies examine the formation of American grand strategy during the Cold War and the post-Cold War eras. The dissertation concludes that in both these strategic eras the dominating grand strategies were formed primarily by emergent learning rather than flowing from advanced designs.
Item Open Access National Power and Military Force: the Origins of the Weinberger Doctrine, 1980-1984(2008-04-22) Yoshitani, Gail E. S.This dissertation addresses one of the most vexing issues in American foreign policy: Under what circumstances should the United States use military force in pursuit of national interests? Despite not having a policy upon entering office or articulating one throughout its first term, the Reagan administration used military force numerous times. Two-weeks following Reagan's landslide reelection victory, Secretary of Defense Caspar W. Weinberger articulated six tests for when and how to use military force, which surprisingly seemed to call for restraint. Through the examination of three case studies, the Reagan administration's decisions are found to have been influenced by the assimilation of lessons from Vietnam, the reading of public pulse, the desire to placate Congress, and the need to protect the nation's strategic interests. All these factors, ultimately codified by Weinberger, were considered by the leaders in the Reagan administration as they tried to expand the military's ability to help the U.S. meet an increasingly wider range of threats. Thus this dissertation will show that, contrary to what one finds in contemporary scholarship, the Weinberger doctrine was intended as a policy to legitimize the use of military force as a tool of statecraft, rather than an endorsement to reserve force as a last resort after other instruments of power have failed.
Item Open Access The Link Between International Religious Freedom and National Security: Ensuring a Safe America While Pursuing our Ideals(2018-04) Rzepka, MaryIn 1998, President Bill Clinton signed into law the International Religious Freedom Act (IRFA). The law’s stated purpose was “to express United States foreign policy with respect to, and to strengthen United States advocacy on behalf of, individuals persecuted in foreign countries on account of religion” and “to implement appropriate tools in the United States foreign policy apparatus…to promote respect for religious freedom by all governments and peoples” (International Religious Freedom Act of 1998, [IRFA], 1998, Preamble & H.R. 2431-4). At the time IRFA passed, more than one-half of the world’s population lived in countries that either severely restricted or prohibited religious freedom (IRFA, 1998, H.R. 2431- 3). Evidence from the Pew Research Center demonstrates that limits on freedom of religion have worsened during the 20 years since the law passed. A Pew study reported that as of 2015, “79% of the world’s population lived in countries with high or very high levels of religious restrictions” (Cooperman, Kishi, & Schiller, 2017). The continued deterioration of religious freedom internationally demonstrates that IRFA and the structures it created have not been effective or sufficient in addressing this global crisis. This paper reviews the challenges that have hindered IRF policy at the State Department and Executive Branch and makes recommendations for how to address them. Further, it argues that effective IRF policy is necessary not only for upholding American values and human rights but for ensuring U.S. national security.
