Item Open Access Exit the Matrix, Enter the System: Capitalizing on Black Culture to Create and Sustain Community Institutions in Post-Katrina New Orleans(2013) Nzinga, FariAfter the devastation wrought by Hurricanes Katrina and Rita in the Fall of 2005, millions of dollars of Northern philanthropic aid have poured into the Gulf Coast, as have volunteers, rebuilding professionals, and NGO workers. Subsequently, New Orleans has witnessed an explosion of NGOs and Social Enterprises, all intent on rebuilding the city and "doing good" for its residents. However, it was not simply the opening of the economic floodgates that has drawn so many outsiders to the city, it was also the threat to New Orleans' mythic exceptionalism as the so-called "Creole Capital," which has spurred so many willing foot soldiers to action. Drawing on ethnographic material gleaned from participant observation, interviews, and some archival research, this dissertation attempts to demystify the social and cultural forces shaping New Orleans' ongoing process of rebuilding and recovery. Special attention is paid to the role of the arts and of aesthetics as political tools, and forms of capital available to Black actors. Illuminating the political and economic contexts within which the work of community building takes place reveals both the possibilities and the limitations which face Black New Orleanians, embedded in this dynamic landscape. Attending to external forces as well as internal relationships, it becomes clear that Black artist-activists see institution-building as a way to 1) build upon some of the only forms of capital available to Black New Orleanians - that is, social and cultural capital; 2) organize Black communities and begin to exercise some forms of Black Power; and 3) to sustain local social movements.
Item Open Access Lost Bodies/Found Objects: Storyville and the Archival Imagination(2017) Sparks, Nikolas OscarIn “Lost Bodies/Found Objects: Storyville and the Archival Imagination,” I engage the numerous collections and scattered ephemera that chronicle the famed New Orleans vice district of Storyville to show the ways in which black life is overwhelmingly criminalized, homogenized, and silenced in narratives of the district. Storyville, the city’s smallest and last vice district, existed from 1897-1917 under the protection of city ordinances. The laws attempted to confine specific vices and individuals within the geographic limits of the district to protect the sanctity of the white family and maintain private property values in the city. As a result, the district strictly managed the lives of women working in the sex trade through policing and residential segregation. While all women were subject to these restrictions, black women were often barred from the relative comforts of the district’s brothels and forced to live and work out of shared shacks called “cribs.” Similarly, though to a much lesser degree, black men who worked in and frequented the district faced their own forms of segregation and racial violence. Turning to a largely obscured set of archival objects discovered through primary research—housing records, biometric technologies such as Bertillon cards, travel literature, and Blue Book guides—I read how discourses of waywardness, domesticity, race, and sexuality at the turn of the twentieth century converge to illuminate the vexed social life of Storyville. I argue that when read alongside popular histories, literary interpretations of the district, and discourses on black social life at the turn of the twentieth century, the records of the district challenge the archival narratives imposed upon them and expand historical approaches to the archives of Storyville.
Item Open Access Nourishing Networks: The Public Culture of Food in Nineteenth-Century America(2017) Young, Ashley Rose“Nourishing Networks: The Public Culture of Food in Nineteenth-Century America” examines how daily practices of food production and distribution shaped the development of New Orleans’ public culture in the long nineteenth century, from the colonial era through the mid-twentieth century. During this period, New Orleans’ vendors labored in the streets of diverse neighborhoods where they did more than sell a vital commodity. As “Nourishing Networks” demonstrates, the food economy provided the disenfranchised—people of color, women, and recent migrants—a means to connect themselves to the public culture of the city, despite legal prohibitions intended to keep them on the margins. Those who were legally marginalized exercised considerable influence over the city’s public culture, shaping both economic and social interactions among urban residents in the public sphere. To the vexation of some elites, these vendors helped determine what New Orleanians ate, how much it cost, and how they ate it. More than that, they shaped the cultural meanings of food. Exploring key sites of public culture including the municipal markets and their surrounding streets, the dissertation situates New Orleans’ local food culture within broader changes like slavery and abolition at the national and even international level—a perspective that places the city’s vendors at the center of a much larger transformation in Americans’ relationship to food, which was always about much more than sustenance. In fact, food became a mode through which disenfranchised Americans participated in the political culture: those without the vote claimed a voice through their role in the country’s food culture and economy.
