This report analyzes the financial viability of residential solar and battery storage systems across five representative U.S. markets. We identified a significant gap between technical potential and current deployment. This value compensation gap is increasingly driven by the withdrawals of supporting policy incentives and the shift away from traditional net metering toward granular, time-varying utility rate structures that often reduce export compensation. As a result, pairing solar with a battery is becoming essential to maintain financial returns. However, high capital costs and credit requirements continue to exclude many households from participating. To address these barriers, our report outlines critical design principles for inclusive financing, such as flexible underwriting and guaranteed immediate net savings. In addition, this report provides detailed case studies of regional rate reforms and financing recommendations. Our nuanced results have direct implications for policy makers, investors, and residents regarding the long-term sustainability of decentralized energy.
