Abstract
Through an examination of global climate change models combined with hydrological data on deteriorating water quality in the Middle East and North Africa (MENA), we elucidate the ways in which the MENA countries are vulnerable to climate-induced impacts on water resources. Adaptive governance strategies, however, remain a low priority for political leaderships in the MENA region. To date, most MENA governments have concentrated the bulk of their resources on large-scale supply side projects such as desalination, dam construction, inter-basin water transfers, tapping fossil groundwater aquifers, and importing virtual water. Because managing water demand, improving the efficiency of water use, and promoting conservation will be key ingredients in responding to climate-induced impacts on the water sector, we analyze the political, economic, and institutional drivers that have shaped governance responses. While the scholarly literature emphasizes the importance of social capital to adaptive governance, we find that many political leaders and water experts in the MENA rarely engage societal actors in considering water risks. We conclude that the key capacities for adaptive governance to water scarcity in MENA are underdeveloped. © 2010 Springer Science+Business Media B.V.

Avner Vengosh
Avner Vengosh is a Distinguished Professor and Nicholas Chair of Environmental Quality at the Nicholas School of the Environment. He is the chair of the Division of Earth and Climate Sciences. Professor Vengosh and his team have studied the energy-water nexus, conducting pioneer research on the impact of hydraulic fracturing and coal ash disposal on the quantity and quality of water resources in the U.S. and China. He has also investigated the sources and mechanisms of water contamination in numerous countries across the globe, including salinity and radioactivity in the Middle East, uranium in India, fluoride in Eastern Africa, arsenic in Vietnam, and hexavalent chromium in North Carolina and China. As part of these studies, his team has developed novel geochemical and isotopic tracers that are used as fingerprints to delineate the sources of water contamination and evaluate potential risks for human health. Currently, his team is engaged in studying phosphate rocks geochemistry and the impact of fertilizers on soil and water quality, unconventional sources of critical raw materials, and potential environmental effects of lithium mining from hard rocks and brines. He is a Fellow of the Geological Society of America (GSA) and International Association of Geochemistry (IAGC). In 2019, 2020 and 2021 he was recognized as one of the Web of Science Highly Cited Researchers. He serves as an Editor of GeoHealth and on the editorial board of the journal Environmental Science and Technology. He has published 171 scientific papers in leading international journals. His recent cross-disciplinary book “Water Quality Impacts of the Energy-Water Nexus” (Cambridge University Press, 2020) provides an integrated assessment of the different scientific and policy tools around the energy-water nexus. It focuses on how water use, and wastewater and waste solids produced from fossil fuel energy production affect water quality and quantity. Summarizing cutting edge research, the book describes the scientific methods for detecting contamination sources in the context of policy and regulations.
Erika S. Weinthal
Dr. Weinthal specializes in global environmental politics and environmental security with a particular emphasis on water and energy. Areas of research include (1) global environmental politics and governance, (2) environmental conflict and peacebuilding, (3) the political economy of the resource curse, (4) climate change adaptation, and (5) global energy transitions). Dr. Weinthal is author of State Making and Environmental Cooperation: Linking Domestic Politics and International Politics in Central Asia (MIT Press 2002), which received the 2003 Chadwick Alger Prize and the 2003 Lynton Keith Caldwell Prize. She co-authored Oil is not a Curse (Cambridge University Press 2010) and Water Quality Impacts of the Energy-Water Nexus (Cambridge University Press 2022). She has co-edited Water and Post-Conflict Peacebuilding: Shoring Up Peace (2014), The Oxford Handbook on Water Politics and Policy (Oxford University Press 2017) and The Oxford Handbook of Comparative Environmental Politics (2023). She was a founding Vice President of the Environmental Peacebuilding Association. In 2017 she was a recipient of the Women Peacebuilders for Water Award under the auspices of “Fondazione Milano per Expo 2015”.
