| dc.description.abstract | Addressing the climate crisis while meeting rising energy demand will require the rapid scaling of renewable generation in the United States. Currently, extreme interconnection queue delays pose a significant barrier to utility-scale clean energy development. The Electric Reliability Council of Texas (ERCOT) offers a compelling model – “Connect-and Manage” (C&M) – that enables faster interconnection, substantial renewable integration, and proactive grid planning. This paper explores the functionality of this approach and its benefits – such as enhanced grid reliability, reduced project and upgrade costs, lower energy bills, job creation, and decreased emissions. Building on these insights, the analysis proposes federal policy to direct FERC to prescribe a flexible interconnection offering across jurisdictional entities, supported by a DOE data gathering requirement to enhance interconnection transparency and transmission planning. This paper presents the case for bipartisan support of this flexible interconnection policy, accompanied by an assessment of viable Congressional champions, and includes a robust appendix containing a FAQ resource, draft legislation, an examination of supporting stakeholders, and a policy factsheet for lawmakers. | |
