Best Practices for Integrating Ecosystem Services into Federal Decision Making
Abstract
Federal agencies take many actions that influence ecosystem conditions and change the provision of ecosystem services valued by the public. To date, most decisions affecting ecosystems have relied on ecological assessments with little or no consideration of the value of ecosystem services. Best practice for ecosystem services assessments is to apply quantitative measures and methods that express both an ecosystem’s capacity to provide valued services and, through those services, social benefit (value). Although preference evaluation methods are well established, their implementation can be infeasible because of time or resource constraints, particularly when new data need to be collected. In such cases, the minimum standard recommended for an ecosystem services assessment is to use measures that go beyond narrative description and that are carefully constructed to reflect the ecosystem’s capacity to provide benefits to society but that stop short of a formal assessment of people’s preferences. These measures of ecosystem services are benefit-relevant indicators (BRIs). Their use ensures that ecosystem services assessments measure outcomes that are demonstrably relevant to human welfare, rather than biophysical measures that might not be relevant to human welfare. If ecosystem service values or BRIs are not used in some manner, ecosystem services are not being assessed, and no direct insights can be drawn about effects on social welfare. This minimum best practice is broadly achievable across agencies and decision contexts with current capacity and resources.

Lydia Olander
Lydia Olander is a program director at the Nicholas Institute for Energy Environment & Sustainability at Duke University and adjunct professor at the Nicholas School of the Environment. She works on improving evidence-based policy and accelerating implementation of climate resilience, nature-based solutions, natural capital accounting, and environmental markets. She leads the National Ecosystem Services Partnership and sits on Duke’s Climate Commitment action team. She recently spent two years with the Biden administration at the Council on Environmental Quality as Director of Nature based Resilience and before that spent five years on the Environmental Advisory Board for the US Army Corps of Engineers. She is a fellow of the American Association for the Advancement of Science (AAAS) and widely published researcher. Prior to joining the Nicholas Institute, she spent a year as an AAAS Congressional Science and Technology Fellow working with Senator Joseph Lieberman on environmental and energy issues. She was a college scholar at Cornell University and earned her Master of Forest Science from Yale University and Ph.D. from Stanford University.

Lynn A. Maguire
Dr. Maguire's current research uses a combination of methods from decision analysis, environmental conflict resolution and social psychology to study environmental decision making. She focuses on collaborative decision processes where values important to the general public and stakeholders must be combined with technical analysis to determine management strategies. Her recent applications of decision analysis include the management of rare species, invasive species, and wildfire risk. Dr. Maguire is also using the principles of decision analysis to improve multicriteria rating systems, such as those used to set conservation priorities, and to develop frameworks used to value ecosystem services. She is involved in both empirical and conceptual research on perceptions of the time value of environmental resources, such as endangered species, and on the mismatches in timescales of ecological, social and political systems. Recent and current collaborations on timescales, ecosystem services and prioritization of endangered species recovery efforts have been facilitated by the National Center for Socioenvironmental Synthesis (SESYNC).
